Performance of Commercial Activities

 

Defines when government should use private industry rather than in-house.

Encourages government to use private industry more.  See 61 Fed. Reg. 14,338 (Apr. 1, 1996) for summary of comments and changes to the revised supplemental handbook.

 

Useful to universities in the sense of when a faculty member might obtain the employment rather than an employee of the National Institutes of Health.
