A helpful web page on this topic is The Unified Registration Statement web page. The Unified Registration Statement is an effort to consolidate data requirements of all states that require registration of nonprofit organizations seeking charitable solicitations within their jurisdictions. 35 states and the District of Columbia now accept this uniform statement. The only states that require charitable organizations to register and do not accept the URS are Alaska, Arizona, Utah and Florida. The form can be downloaded from this web page. 

 

The Giving Institute publishes an Annual Survey of State Laws Regulating Charitable Solicitations. This document summarizes state laws regulating charitable solicitations and provides addresses for the office in each state to register or request an exemption. 


Note that in DC, a charitable solicitation license would be an add on to the Basic Business License, but educational institutions are covered by the Education License and thus do not need a Basic Business License for general operations.  CUA is exempt from licensure by the Education Licensure Commission since it was Federally chartered.
