D.C. Code § 28-3301 - 3314

The D.C. usury law set a maximum rate for certain transactions at 24 percent (24%), with several exceptions. The penalty for violations is forfeiture of interest paid.

Most institutions of higher education are exempted from D.C. usury law restrictions and may borrow at rates of interest determined by the university. See D.C. Code Ann. § 29-631.
