Claims Against the District of Columbia

D.C. Code Ann. § 2-401 et seq.

Though the District has waived immunity for most tort claims, it has retained immunity for the "discretionary acts" of its employees. However, the District is immune when it is performing a public-duty function, but may be relinquished if a "special duty" has been established. For employee non-liability in motor vehicle and certain medical cases, see D.C. Code Ann. § 2-415 et seq.
