June 2004 update on EPA re-write of RCRA as it applies to campuses. 
According to the American Council on Education's newsletter Higher Education and National Affairs, "The Environmental Protection Agency (EPA) has announced plans to ease waste management requirements for college and university laboratories, in response to long-standing appeals from institutions that the existing rules do not take into account the unique circumstances of academic research facilities.  According to the May 14th edition of Inside EPA Weekly Report from InsideEPA.com, the agency is in the process of writing new rules to ease Resource Conservation and Recovery Act (RCRA) requirements for colleges and universities, which have long claimed that rules intended to cover the chemical and other industries are overly restrictive for campuses. Institutional concerns include the requirement that waste be transferred to an approved facility within three days, dual regulation by EPA and the Occupational Safety and Health Administration, and the decentralized nature of academic lab operations, which makes it more difficult to implement a uniform waste management plan."

Government Issues Guidance on Lab Security 
The Laboratory Security and Emergency Response Guidance for Laboraties Working with Select Agents   was  issued in the Dec. 6, 2002 Center for Disease Control Publication MMWR. The interim rules for the Public Health Security and Bioterrorism Preparedness and Response Act are expected to be issued soon, and this guidance probably gives a good view into what the interim rules are likely to look like.

 

Environmental Compliance Assistance Guide for Colleges and Universities 
Author: John DeLaHunt, John G. Dempsey, et al. (Published in 2002 by the APPA -Association of Higher Education Facilities Officers and Campus Safety, Health, and Environmental Management Association).  This comprehensive guide assists facilities and campus safety professionals in meeting the basic requirements of environmental regulations. The guide provides you with a basic understanding of your obligations and responsibilities, and helps you develop compliance plans for your campus. Excellent resource includes a comprehensive listing of current laws and regulations, such as the Clean Air and Water acts, CERCLA, FIFRA, RCRA, and more. Includes many resources and references. December 2004 letter from EPA/ACE on Environmental Management Systems
This is a joint letter sent December 10, 2004  by the American Council on Education(ACE)  and the U.S. Environmental Protection Agency  to college and university presidents. The letter discusses two intitiatives for voluntary compliance. More information about these resources can be found at:
