Telephone Operator Consumer Services Improvement Act

47 U.S.C. § 226; 47 C.F.R. § 64.703 et seq.

Regulates aggregators. An aggregator is any entity that in the ordinary course of its operations makes telephones available to the public or to transient users of the premises for interstate phone calls using a provider of operator services. This may include colleges, universities, hospitals and hotels. (For more on this issue see the section entitled Communications Act of 1934.) Notice requirements are contained in the Act, and the entity must ensure that the consumer may use 800 and 950 access code numbers to obtain access to other providers of operator services. The final deadline for unblocking 10XXX access is April 17, 1997.
