This law applies to educational institutions that accept financial aid for veterans, reservists, service members and other eligible persons. Eligible persons includes children and spouses of deceased veterans or disabled veterans. The definition can be found in 38 U.S.C. 3501.

 

Reporting requirements are summarized in 38 CFR 21.4203, and include reporting on enrollment, entrace, reentrance, or change in the hours of credit or attendance, pursuit, interruption and termination of each veteran or eligible person enrolled in an approved course as the Secretary may require.Reports are made to the Secretary of Veterans Affairs, and reporting is generally done electronically on the VaCert form by the School Certifying Official.

 

Schools must also ensure that any courses which are not accredited and are offered to veterans or eligible persons have been approved by a State approving agency. See 38 U.S.C. 3676.
