Dear Grantee,

 

On December 9, 1999, the Secretary published in the Federal Register (see 64 FR 69138) the Final Regulations implementing Section 673(h)(i) of the Individuals with Disabilities Education Act Amendments (IDEA) of 1997, These regulations became effective January 10, 2000. The regulations require that individuals who receive scholarship assistance from projects funded by the Special Education-Personnel Preparation to Improve Services and Results for Children with Disabilities program are required to complete a service obligation or repay all or part of the costs of such assistance which has not been satisfied through service obligation, For each academic year scholars receive assistance they must work for at least two years, full-time, or must pay the federal government for the assistance they received that is not repaid through service, Students whose assistance is provided by IDEA's high-incidence, low-incidence and minority grants are required to provide special education, related services or early intervention services to children with disabilities, Scholars who receive assistance from an IDEA leadership grant must work in an area related to their training.

 

The purpose of this letter is to inform you of the procedures that grantees and scholars must follow for repaying the government for assistance received that will not be repaid through service. Once it is determined that the scholar will not repay the assistance through service, you, the grantee must forward the scholar's name, address, social security number and repayment amount due to the following address: OSEP Service Obligation Contact, U .5. Department of Education, Office of Special Education Programs. 4611. MES, Washington. D.C. 20202-2734.

 

Once this information is received by the OSEP service obligation contact, the scholar will be sent a letter (see enclosed) detailing the steps to be taken by the scholar to satisfy this financial obligation.
