Proposed Rule: United States Department of Agriculture Research Misconduct Regulations for Extramural Research, 73 Fed. Reg. 70915 (Nov. 24, 2008)

The U.S. Department of Agriculture (USDA) proposes to establish regulations to implement the Federal Policy on Research Misconduct applicable to extramural research. The proposed regulation defines research misconduct and establishes basic USDA requirements for the conduct of fair and timely investigations of alleged or suspected infractions.

AAUP Report: Research on Human Subjects, Academic Freedom and the Institutional Review Board The report recommends that federal regulations be changed to allow  research on autonomous adults without IRB review when the methodology consists entirely in collecting data by surveys, conducting interviews, or observing behavior in public places.

Responsible Conduct of Research (Northern Illinois University 2005)
This incredible web page currently covers data management and research mentoring. It was developed with the support of RCR Education Grants awarded by the Office of Research Integrity to the Faculty Development and Instructional Design Center at Northern Illinois University. The web site includes cases, games, quizes, along with music.

This Guide, Access to and Retention of Research Data:  Rights and Responsibilities, focuses on effective practices for the management of research data.  The text describes an aspect of management, e.g., ownership, restrictions, sharing, and is followed in many instances by a case scenario or study.  The text is presented as a single document; the case scenarios as both separate and a single document.

This  presentation provides introductory information only. Researchers and senior university officials need to consult with the university general counsel's office to determine steps necessary for regulatory compliance.

Evaluation of Human Research Protection Programs
The Association for the Accreditation of Human Research Protection Programs has released a new evaluation tool to assess institutional compliance with federal regulations governing the protection of human subjects involved in research. This evaluation information, which is mapped to both the accrediting agency's standards and federal regulations, can be used as a compliance check of the university's Human Research Protection Program.
